VSA Review 2008
The VSA Steering Group proposes that the Terms of Reference should be updated to reflect the purpose of the VSA within the context of the Local Area Agreement and Sustainable Community Strategy.
The VSA Steering Group thought this a timely opportunity to resolve membership issues and the role of Herefordshire Infrastructure Consortium. (HIC)
Summary of the main changes in the revised Terms of Reference
- Purpose of the VSA
The general work of the VSA is outlined before setting out the specific aims and objectives of the project. This includes reference to the Sustainable Community Strategy and Local Area Agreement. - Values (3)
These have been strengthened and now include Partnership working and transparency. - Membership (4)
Currently there is no mechanism to join or terminate membership of the VSA. The Steering Group believes that membership of the VSA, whilst still remaining free and open to all community and voluntary groups in Herefordshire should be an active process and not assumed. - Steering Group (5)
Officers nominated by Herefordshire Infrastructure Consortium replace those from the three founding organisations. Other changes in this section mainly tidy up and simplify the previous Terms of Reference to make them easier to understand and more practical. - Appointment of Staff (6)
Member of Herefordshire Infrastructure Organisation replaces the three named founding organisations and costs to be met on full cost recovery basis to bring it into line with Compact. - Election of VSA Representative (7)
Election process allows candidates to be elected unopposed where only one nomination is forthcoming.
